Although your Company Commander has stated that the security of the airfield is a Key Task, you also know that the civilian requires immediate evacuation.

Therefore, you should first dispatch the vehicle to take the injured civilian to the hospital. This will mean that the vehicle won't have time to get to the airfield before the official's plane lands.

However, your Company Commander stated that the key task was to secure the airfield, not to transport the official to his home. So you can send out your patrol by foot, which can reach the airfield in 50 minutes. They can then guard the official at the airfield until your vehicle has returned from the hospital.

Improvise

You could immediately dispatch the vehicle to the injured civilian, and at the same time send the Patrol by foot to the airfield, using the stretcher as an easy way of transporting the heavy jerrycan of fuel.

The patrol can reach the airfield in under an hour, which gives them time to secure the airfield, and refuel the Police Landrover, so that the official can be immediately and safely transported to his home.
